Abstract

It further highlights the importance of creating an enabling environment where lecturers, students, and administrative staff are supported through continuous professional development, mentorship, and collaborative practices. It also recognizes persistent challenges such as inadequate infrastructure, limited funding, resistance to change, and unequal access to digital resources, particularly in developing and resource-constrained contexts. Ultimately, the researchers argue that maximizing technology in higher education is fundamentally a leadership-driven process that requires deliberate planning, inclusive policies, and sustained commitment to capacity building and institutional growth.
