Abstract

This study examines the implementation gap in educational management policies in Nigeria. Education is widely recognized as a catalyst for national development, human capital formation, and social transformation. In Nigeria, educational development is guided by legal and policy frameworks such as the Constitution of the Federal Republic of Nigeria (1999), the National Policy on Education, and various institutional regulations. However, despite these legal instruments, the Nigerian education system continues to experience persistent structural and operational weaknesses. One of the most enduring challenges is the implementation gap, which refers to the divergence between educational laws and their actual execution in practice. Scholars have consistently argued that the challenges facing Nigeria’s education sector are not primarily due to a lack of policies, but rather weak policy execution mechanisms. This paper critically examines the concept of the implementation gap, its causes, effects, and reform strategies within the Nigerian educational management framework. It argues that until implementation structures are strengthened, educational laws will continue to exist largely as theoretical instruments rather than practical tools for educational transformation.
